What does it cost each year to own a home in Spain?

14 min · Updated

In this article

Build your annual budget from IBI property tax, waste charges, community fees and insurance, then add the income and wealth taxes applicable to your circumstances. Before paying a deposit, obtain debt information from the collector and the owners' community. Some unpaid amounts can affect the home you buy.

Ask for these before paying

  • IBI and waste bills, payment evidence and outstanding-debt information from the collector
  • Community debt certificate, budget, meeting minutes and outstanding special levies
  • Your own resident or non-resident income-tax calculation and, where relevant, wealth and large-fortunes tax calculations
  • Insurance policy, paid premiums and a quotation covering your intended use

Get the property's bills and debt records, then calculate the taxes that apply to you. A seller's annual running-cost figure may leave out non-resident tax, unpaid community charges and future works.

How do you turn the seller's bills into your own budget?

Get a separate tax calculation for each buyer: the seller's residence, ownership share or allowances may differ. Keep annual spending separate from approved works. A modest community fee can conceal a future levy, while low IBI does not rule out wealth tax, which has different valuation rules.

Add utilities, maintenance and any property-specific services using contracts and quotations. Keep purchase costs in a separate budget. Paying acquisition taxes does not settle the annual taxes arising afterwards. There is no reliable national percentage of the purchase price that replaces this exercise.

What is IBI, and who pays it in the year you buy?

Impuesto sobre Bienes Inmuebles, usually called IBI, is the municipal property tax. It applies to rural as well as urban property. For an ordinary purchase of full ownership, the owner on 1 January is the taxpayer for that calendar year. A usufruct, a right to use and enjoy property owned by someone else, or another priority right may change who pays. Have your adviser check the title.

The starting point is valor catastral, the cadastral valuation. The municipal rate applies to the base liquidable, the taxable base after applicable reductions; lawful reliefs then reduce the charge. Obtain the complete bill showing how the amount was reached. Ask whether any relief enjoyed by the seller would continue for you.

Valor de referencia, the separate reference value used for certain transaction taxes, is not the IBI base. Match each bill to the cadastral reference of what you are buying. A rural property purchase may involve several cadastral units, so a bill for the house alone may leave other units unchecked.

The municipal taxpayer and the cost split between the parties are separate questions. Unless agreed otherwise, a seller who pays IBI may recover the buyer's time-proportionate share from handover, under Supreme Court judgment STS 409/2016. Agree the allocation and how an unissued bill will be adjusted. Obtain the collector's payment calendar: completion does not set the municipal due date.

How do you establish whether local bills are actually paid?

Article 64 of the Local Finances Law makes transferred property security for outstanding IBI tax amounts under subsidiary-liability rules. It also requires the notary to request information and warn about associated IBI debts. Ask for the information before arras, the deposit contract, so that settlement can be agreed before you commit money.

Ask the seller for debt information covering each cadastral reference from the town hall or its collecting body. Arrange seller authorisation for your lawyer where needed. Distinguish paid years, outstanding assessments and current-year bills still to be issued. Check payment plans and enforcement balances; partial payment does not establish settlement.

A bank receipt proves that payment, not the entire payment history. A nota simple, the Land Registry extract showing no charge also does not replace an IBI enquiry. The years in the diagram concern community debts, not IBI.

For basura, the household waste charge, request the actual assessment, payment evidence and current ordinance. The Waste Law requires a specific, differentiated charge that covers the relevant costs. It does not set a single Spanish tariff. Establish who bills for collection and treatment, and whether the documents cover both.

Under local service-fee rules, the owner can be a substitute taxpayer for services affecting occupants. The relevant ordinance determines the circumstances, assessment date and applicable allocation. Ask about the actual property: seasonal occupation, an empty house or distance from a bin does not establish an exemption. For undeveloped land, obtain confirmation of whether a chargeable service applies. Nor should you assume that every unpaid waste charge follows the property under the same rule as IBI.

Does tax residence change the tax on a home you do not let?

A Spanish tax resident uses IRPF, Spain's personal income tax. A second home kept for personal use or left empty can generate imputed income in its general tax base, taxed according to the resident's circumstances. The flat non-resident rates below do not apply. A home qualifying as the taxpayer's main residence is excluded from this imputation. Ask for the calculation under your actual tax residence.

IRNR, Impuesto sobre la Renta de no Residentes, is non-resident income tax. An individual who is not Spanish tax resident can owe it on imputed income from an urban home kept for personal use or left empty, outside a business. Imputed income is an amount calculated for tax purposes despite no rent being received. It is separate from IBI.

For the 2026 tax year, the imputed amount is 1.1% of cadastral value where the municipality's qualifying general collective valuation took effect on or after 1 January 2012. For other homes with a notified cadastral value, the percentage is 2%. Additional provision 55 of the Income Tax Law, amended in October 2026, extends the special valuation rule to this year. Check the effective date of that valuation; a recent change in a bill is not enough.

You then apply the IRNR tax rate to the imputed amount: 19% for tax residents of the EU, Iceland, Norway and Liechtenstein; 24% for other taxpayers. A UK tax resident falls in the latter group. The test is tax residence, not the passport you hold. Neither imputation percentage is a percentage tax on your purchase price.

For 2026, assume €100,000 cadastral value, full ownership all year and personal use. At 1.1%, imputed income is €1,100, producing tax of €209 at 19% or €264 at 24%. At 2%, the base is €2,000, producing €380 or €480. These are illustrations, not average bills.

If the property has no cadastral value, or it has not been notified to you by 31 December 2026, impute 1.1% of 50% of the higher of acquisition value and the value checked by the administration for other taxes. Missing notification does not mean zero tax.

Adjust for your ownership share and days of ownership and availability. For 2026 imputed income, each taxpayer files a separate Form 210 for each property subject to imputation. If you buy several cadastral units, confirm which returns are needed. Analyse rental days separately; community fees, insurance and IBI cannot be deducted from imputed income. No imputation arises for undeveloped land, property under construction or property unusable for planning reasons. Document the exclusion before relying on it. An advert describing rustic land does not determine the house's tax treatment.

From 2027, article 85 replaces the valuation-date test with marginal imputation bands on summed cadastral values, adjusted for days: 1.1% on the first €100,000; 1.5% from €100,000 to €500,000; 2% from €500,000 to €1,000,000; 3% above that. This calculates income, not the final tax or how returns may be grouped. Obtain an estimate covering all affected properties. A 2026 return filed in 2027 still calculates 2026 income.

Could wealth tax change the affordability of the purchase?

Patrimonio is the annual wealth tax. Non-residents generally pay on assets and rights taxable in Spain; ask your adviser to check any applicable tax treaty. Residents generally pay on worldwide net assets. Each taxpayer's calculation uses their holdings on 31 December.

The state-law minimum allowance is €700,000. That is not a universal property-price exemption or a statement of every regional allowance. Non-residents have a right to use the rules of the autonomous community containing the greatest value of their relevant Spanish assets and rights. Identify that community before calculating the charge.

For Andalucía, Comunitat Valenciana, Región de Murcia, Cataluña, Illes Balears and Canarias, identify the applicable regional legislation for the year. These state-law figures do not imply identical regional allowances, scales or reliefs. The Basque Country and Navarra have their own foral tax systems: obtain advice under the relevant system.

Real estate is valued at the highest of cadastral value, the value determined or checked by the administration for other taxes, and acquisition price or value. A small cadastral figure alone therefore does not establish the wealth-tax value. Debt deductions have conditions, especially for non-residents; do not simply subtract any borrowing. A holiday home does not automatically obtain the exemption reserved for a qualifying habitual home.

A return is required if tax is payable after reliefs or if assets and rights exceed €2,000,000 under the tax valuation rules. For this second test, include exempt assets and do not subtract debts. Non-residents apply the test to the assets covered by their Spanish tax liability.

Also check Impuesto Temporal de Solidaridad de las Grandes Fortunas, the extended solidarity tax on large fortunes, if your net wealth covered by Spanish taxation exceeds €3,000,000. That is not a house-price threshold or automatic tax due: the calculation includes a €700,000 allowance, an initial zero-rate band and credit for Patrimonio actually paid. A regional Patrimonio relief does not guarantee zero overall tax.

Which community debts can affect the property you buy?

A comunidad de propietarios is the owners' community responsible for shared expenses. Contributions follow the ownership share or other established allocation. A detached-looking home can belong to a private complex with shared services. Read the title and statutes, and ask whether an entidad de conservación, a conservation body, collects separate charges.

Under the Ley de Propiedad Horizontal, LPH, the general law governing owners' communities, acquired property is security for a previous owner's unpaid general community expenses attributable to the elapsed part of the purchase year and the three preceding calendar years. Catalonia's rules on owners' communities extend this to four previous years, including ordinary and extraordinary common expenses and reserve-fund contributions.

A purchase in 2026: the property secures community debts for these years. Only the elapsed part of the purchase year is included. This does not cap the seller's total debts or apply to IBI.

Obtain the community debt certificate before committing to the purchase and have it updated for the deed. Under the LPH, the secretary issues it with the president's approval within a statutory maximum of seven calendar days of the request. The buyer can expressly release the seller from supplying it at the deed. Such a waiver does not remove the property's statutory exposure, so it is not a solution to an unknown balance.

In Catalonia, the certificate must also identify approved expenses and contributions that have not yet fallen due. Wherever you buy, request meeting minutes, accounts, the budget, ordinary fees and the schedule of special levies. A certificate showing no overdue debt is not a forecast of future bills.

Can you rely on the seller's insurance policy?

Request a quotation describing your actual use, including seasonal occupation, empty periods, outbuildings and relevant risks. Compare insured property, sums, exclusions, excesses and liability cover. For flooding questions, take the findings from the flood-zone guide to the insurer.

Obtain the existing policy and proof of paid premiums. Under article 34 of the Insurance Contract Law, the buyer takes over the policy subject to exceptions, and buyer and former holder are jointly liable for premiums overdue at transfer. The insured must notify the insurer of the transfer in writing within 15 days. Agree with the seller who handles this and retain evidence.

Article 35 lets the insurer cancel within 15 days of learning of the transfer. After written notice to the buyer, it remains liable for one month. Confirm cover and dates in writing, and arrange a replacement policy where needed. A policy copy alone does not prove active cover.

Where a lender requires insurance under article 17.3 of the Property Credit Law, it must accept an equivalent alternative policy without charging for its assessment or worsening the offered loan conditions because it accepts it. Distinguish that requirement from a voluntary combined offer with discounts, and compare the overall cost.

What should be settled before the deposit contract?

Checks before committing your money

  • Match every cadastral reference and obtain IBI, waste and collector debt recordsSeller and lawyer · confirm any issuing fees · before the deposit
  • Obtain the community certificate, minutes, ordinary fees and approved-payment scheduleSecretary or administrator and lawyer · confirm document cost · before the deposit; LPH certificate has a seven-calendar-day legal issue limit after request
  • Calculate personal taxes using your residence, ownership share and assetsTax adviser · agreed professional fee · before the deposit; arrange the later filing dates
  • Establish unpaid premiums, cover arrangements and a quotation for your useSeller and insurer · premium as quoted · before the deposit; confirm cover for handover
  • Agree debt settlement, IBI adjustment and future payments; refresh documents for the deedLawyer and notary · case-specific fees and balances · terms in deposit contract, verification before completion

Where a balance exists, specify its amount, the seller's payment obligation and the evidence required. If a price retention is agreed, record who holds it, who is paid and which document permits its release. Retaining money does not itself cancel a debt. Address bills not yet issued and discrepancies discovered before completion in the arras deposit contract.

Do not pay the deposit yet if…

  • Bills do not match the cadastral references being bought, or collector enquiries remain unanswered.
  • Debt has not been quantified, or the seller only promises to settle it after receiving the full price.
  • You are asked to waive the community certificate without knowing the balance.
  • Outstanding levies or works lack amounts, due dates or an agreed allocation.
  • Potentially material personal taxes remain uncalculated, or the insurer has not confirmed essential conditions.

Frequently asked questions

Does paying IBI mean I do not need Form 210?

No. They are separate obligations. A non-resident who owes tax on imputed income must file their Form 210. For the 2026 tax year, filing and payment run from 1 April to 31 December 2027, with an earlier deadline for direct debit.

Does the latest paid IBI bill prove the seller owes nothing?

It proves the payment identified on that receipt. Obtain outstanding-debt information for every relevant cadastral reference from the collecting body and check the current year. Other unpaid IBI amounts can still affect the property.

Does leaving the home empty remove annual taxes and community costs?

Do not budget on that assumption. IRNR imputation covers own-use and empty homes, with specific exclusions requiring evidence. Check the waste ordinance and community obligations rather than estimating liability from the days you intend to stay.

Does a debt-free community certificate cover future special levies?

It is insufficient for budgeting them. Obtain the resolutions and payment dates. In Catalonia, the certificate must list approved expenses and contributions not yet due. Under the LPH, check the improvement-levy rule in article 17.11 and agree the allocation with the seller.

Do I inherit the seller's unpaid IRNR or wealth tax?

You do not automatically take over past annual IRNR imputation or Patrimonio. There is a separate duty: when the seller is non-resident and acts without a permanent establishment, the buyer must withhold and pay 3% of the agreed price towards the seller's tax, under IRNR article 25.2. Settle this with your lawyer alongside purchase costs and any enforcement attachments; it is not your annual tax.
